Painter, draftsman and politician. He studied drawing and painting with Ramon Martí, and in 1865, he traveled to Rome to continue his studies. He specialized in political caricatures and graphic chronicles, which he published in various magazines.
Josep Lluís Pellicer i Fenyé also wrote articles on art in La Vanguardia, La Renaixença and Diari Català. He participated in the organization of the 1888 Universal Exhibition in Barcelona.
As a political figure, in 1865 Pellicer became a member of the Barcelona local committee of the Democratic Party, and in 1869, he was a town councilor in Barcelona for the Federal Republican Democratic Party. He took part in the Pact of Tortosa, together with Josep Anselm Clavé, and between 1872 and 1873 he illustrated the anarchist weekly El Condenado in Madrid.
